What are delegations?

A delegation is the process of distributing and entrusting work to another person (the delegate) including the powers, duties and responsibilities that come with that work.

Council has statutory powers it can exercise and duties it must carry out, however, it is not practical for Elected Members to have to deal with every aspect of their duties and responsibilities.

Delegated authority promotes administrative efficiency and ensures the cost-effective use of resources and timeliness in the conduct of Council’s daily business activities. Powers, responsibilities and duties are generally delegated to the appropriate level. The responsibility for the outcome ultimately rests with both the delegate and the Council.

What is the purpose of LocoDelegations?

LocoDelegations is a delegations register and provides us with a one-stop-shop for our legislative delegations. The delegations register also provides for specific delegations relating to finance, regulatory functions and statutory responsibilities devolved to Council through legislation.

Capturing these in online system provides greater transparency and accountability and is a key risk management tool for Council in terms of ensuring legislative compliance and business continuity. LocoDelegations is reviewed quarterly by Simpson Grierson, providing assurance that any legislative changes have been legally reviewed by Local Government specialists.

How are powers, duties and responsibilities delegated?

Various Acts provide the Council with the legal authority to delegate to officers. The majority of Acts allow the Council to delegate to the Chief Executive and give the Chief Executive the power of sub-delegation to staff. This allows the Chief Executive to approve most staff delegations.

There are a few Acts that do not allow sub-delegations for instance the Resource Management Act and the Local Government Rating Act. These Acts require delegations direct from Council to a particular role.

Changes to delegations direct from Council must be approved by Council resolution. Changes to sub-delegations from the Chief Executive, must be approved by the Chief Executive. These processes are supported and administered by the Legal Compliance and Complaints team

How often are the delegations reviewed?

Delegations are reviewed to align changes in legislation or for staff requirements and are amended as required.

How do I find delegations?

At the top of each Act the first section entry has the Council to Chief Executive delegations.

Searching for a specific section or keyword within an Act

Go to the Acts page. There is a search bar located at the top of the page above the list of sections on the left. Enter the desired section number or in the search bar to narrow down the list.

To find a delegation by a key word search use the search function in the top right corner. Search for keywords (e.g. infringement, road or water) or an individual’s job title. If the job title search shows no results, consider whether the title was changed. Please be patient, as it may take a few seconds to load the search results, especially under Acts. 

Why can’t I open the link?

One of the purposes of LocoDelegations is for staff to easily access their delegations and documents that support that. In some instances the documents are internal access only. If you require access to the document please email the Delegations Mailbox
